Dave Havir, following up on the cautions about Romans 13, gives four helpful reminders to deal with civil governments: (1) We need to pray for our civil leaders, in bad and good times, in order that we may lead a peaceable and quiet life, protecting our families and the welfare of other people. (2) We need to understand that believers can serve in civil government, as we see in the examples of Joseph and Esther. (3) We need to understand that a believer can exercise civil rights though he should not be preoccupied with his rights and entitlements. The apostle Paul used his Roman citizenship for self-protection as well as to preach the gospel. (4) We need to understand that believers should be wise as serpents and harmless as doves, using wisdom and discretion, while steadfastly resisting evil. Sometimes righteousness is not achieved by taking a matter before a judge. We need to use wisdom to know when it is good to assert ourselves and when to use discretion.
